Job Description

Our REM program focuses on achieving utility cost savings through support of facility repair and construction activities, including providing design review comments; project management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure that installation-wide energy efficiency measures and water conservation measures are incorporated into new construction.

MCFA is seeking a highly motivated individual to join our team as a Resource Efficiency Manager (REM II) to support our clients at Fort Knox, KY. Expertise in the natural gas industry, specific experience in natural gas marketing, an understanding of gas production, transportation and marketing business is required.

The REM will perform duties to include (but not limited to):

ò Developing renewable energy projects, assist in executing stimulus funded projects
ò Conduct energy audits
ò Assist with utility contract negotiations including utility rate design and cost of service
ò Develop and help implement energy savings projects
ò Coordinate with CEHNC regarding potential Energy Conservation Investment Program (ECIP)
ò Utility Energy Service Contracts (UESC), and/or Energy Savings Performance Contracts (ESPC) projects, or other alternative financing vehicles
ò Assist with development and implementation the Energy Implementation Plan and Energy Master Plan for the Fort Knox, and provide innovative approaches for specific projects

Specific tasks assigned will include:

ò Training and marketing of the Energy Awareness program
ò Development of a basic energy conservation structure, which will maximize the use of the natural resources at Fort Knox, specifically with regards to natural gas
ò Cross-functional utilities coordination in pursuit of that energy conservation structure to save Fort Knox time, money and resources. This may include utility rates and billing reviews to produce low or no-cost efficiency improvement options and integrating ideas from various utility fields, such as electricity, water, and solar energy, as well as non-federal entities, where appropriate.

Additional assigned tasks may include:

ò Project facilitation, which will include finding funds, such as ECIP, rebates, grants, and alternative financing, etc., assistance with such projects, performance assurance of those projects, and new building design review
ò Energy program management.
ò The REM shall identify any policies, procedures, or other obstacles that may limit the ability to fully achieve energy reduction, and sustainability goals for the installation.
ò Use Spreadsheets, Advanced Meter Data, Utility Billing Databases, and Expertise to Identify and Help Correct Anomalies in Facility Energy Use.
ò Develop an Effective Network of Facility Managers and Building Energy Monitors.
ò Optimize Facility Operations to Minimize Utility Costs.
ò Support Utility Demand Reduction to Maximize Cost Avoidance.
ò Provide Renewable Energy Support
ò Identify Potential Energy Projects, Programs, and Initiatives.
ò Support the Implementation of Energy Projects.

Desired Experience

ò Expertise in the natural gas industry, specific experience in natural gas marketing, understanding of gas production, transportation and marketing business along with communicating with industry experts and brokers.
ò Practical hands-on experience in the Department of the ArmyÆs annual energy reporting requirements.
ò Experience conducting energy audits
ò Experience with Heating, Ventilation, and Air-Conditioning (HVAC) systems, steam and hot water boilers, chillers, and other energy intensive systems and equipment.
ò Experience performing life-cycle cost analyses.
ò Evidence of an ability to prepare and present formal multimedia presentations.

Knowledge, Skills, and Ability

Knowledge, skills, and abilities in one or more of the following areas shall be advantageous to
the REM:

ò Expertise in the natural gas industry
ò Prior energy experience at U.S. Army Installations preferred
ò Responsibilities and duties of the major organizational elements within the
ò Knowledge of the ESPC process to include:
ò Overall familiarity with the ESPC program including, how projects are identified,
baselined, developed, constructed, measured, verified, and paid for.
ò How ESPC projects are evaluated for economic viability.
ò Knowledge of the UESC process to include:
ò Overall familiarity with the UESC program including, how projects are identified,
baselined, developed, constructed, measured, verified, and paid for.
ò How UESC projects are evaluated for economic viability.
ò Knowledge of energy savings project identification.
ò Knowledge of alternative, renewable, and sustainable energy project execution methods to
include Power Purchase Agreements, and Energy Purchase Contracts.
ò Knowledge of the Major Construction, Army (MCA) program.
ò Knowledge of Environmental Management Systems (EMS) aspects (ISO 14001)
ò Knowledge of the laws and regulations governing the modernization, restoration, and
renovation of historic structures and the ability to interact with the State Historic
Preservation Office (SHPO).
ò Knowledge of utility rate/tariff structures to include:
ò The ability to evaluate the accuracy of utility billings.
ò The ability to determine if the installation is currently on the most beneficial rate

REM shall demonstrate evidence of the following abilities:

ò Effectively communicate thoughts, both in writing and orally.
ò Work independently and proactively in achieving complex technical objectives.
ò Effective interpersonal skills:
ò Work well with others in problem solving situations.
ò Develop and facilitate solutions by achieving consensus on complex or
complicated technical issues.
ò Ability to work with Microsoft Programs such as Word, Excel, Access, Microsoft
Project, and Power Point.
ò Self-motivated.
ò Develop and implement an energy awareness program for federal installations or
private sector facilities.

ò Understanding of Load Profile, data presentation and manipulation
ò Energy Audits and energy project development
ò Providing technical resources and management of energy related services
ò Working knowledge in various energy estimating software packages û Trane Trace, DOE II
ò Working knowledge in documenting and monitoring maintenance procedures utilizing software such as MAXIMO or SAP
ò Thorough understanding of potential utility rates that may be encountered
ò International M&V protocols
ò Certified Energy Manager (CEM)
ò Experience with utility contracts
ò Experience with utility tariffs
ò Developing energy projects
ò Generate cost savings
ò Conservation program
ò Project management
ò Working knowledge in the use of BIN, HDD and simplified methods of energy calculations
ò Familiarity with all EO, ESPC, DSM, UP and other legislations and regulations related to energy program
ò Understanding of the ESPC program including M&V protocols
ò Proficient with use of Microsoft for analysis of energy usage data and the development of presentations of findings and proposals for cost-effective solutions
ò Understanding of AWERS system for energy reporting
ò ESPC guidance
ò DOE M&V procedures
ò CEHNC area-wide ESPC contracts
ò GSA ESPC contracts
ò DOE Super ESPC contracts
ò United States citizenship - legally authorized to work in the US; and
ò Ability to pass a National Background Check for secret security clearance.

Education Requirement:

ò A four-year engineering degree (preferably in mechanical, electrical or natural gas engineering)
and/or a registered Professional Engineer with a minimum of 3 years experience in
energy management.


ò The selected REM must be a Certifired Energy manager (CEM) or Professional Engineer (PE).
ò If not a CEM, a condition of employment will be that the CEM certification is attained within 12 months (1 yr.) of employment.
