If we tie a light oxygen tank to a bird so that it can breathe on the moon, would the bird fly faster, slower, or the same speed as it does on earth? (Remember that there is less gravity on the moon.)

Even if the bird could breath, there is no air on the moon so it could not fly at all. So that would be slower.
