I am currently working on a start-up food company that will be providing a new type of sweetener for ice coffee and iced tea. The packaging involves using a simple lotion/condiment pump to dispense the sweetener. After extensively researched packaging options and I have a specific design in mind. Unfortunately,I cannot find that style in the desired output.

I am not an engineer, but would like to work with one to explore various ideas on how to retro-fit a simple lotion/condiment pump to increase output or figure out the best way to design a pump from parts of various other pumps. My questions are: (1) what type of engineer would best be able to provide advice? (2) what is the best way to find an engineer to work on this project?

You could try approaching an engineering department at a university. Although, after designing it for you, they will want a deal on intellectual property rights.
