I need some expert advice for a project I'm working on, regarding the type of mechanism or device I will use.

I have a flat panel on a surface that I have to raise perpendicularly, much like the screen in a laptop. However the top face of the panel will have to face upwards when resting on the surface, and when lifted the top face will face the front.

For example, when you have a Macbook and turn in to face away from you, in folded position the Apple logo will display on the top. However, when you open the laptop, the top will be in perpendicular position and the Apple logo will be facing you.

How would I simplify this mechanism, and any advice on how I should work it would be greatly appreciated. Noting it is a small-budget project for high school.

If the primary hinge is in the conventional position at the edge farthest away from you, then you will need a two stage mechanism.

The first is the standard hing the second is frame which will allow the screen to be turned around. Software would be required to flip the image top to bottom.

Alternately you could have the screen pivot around a center point at the center of the base edge.

If you hinge the panel at the edge which becomes the top when perpendicular and have two legs which follow a track beneath the screen, the bottom of the panel will move towards the rear and the legs will make it rise. You will probably need rollers on the fron edge to follow in the same track. It's easier to draw than to explain.
