IfA1>40 then B1=40, If 30<40 B1=30, If 20<30 B1=20, If If 10<20 B1=10, If A1<10 B1=0

If so, put the following function in B1.

=IF(A1>40,40,(10*(ROUND(A1/10,0))))

The function continues the series below 0.
